FCM notifications completely stopped

Notifications are not coming at all, probably since around upgrading to Android 17.

I was hoping the recent release with some Play Services fix would do it, but I still can't get notifications.

On a different profile, I've reinstalled apps and Google play. I have no account logged in, it always worked without account.

Is there any trusted app to diagnose the service?

Also if I have security preview enabled and I want to adb sideload, there are only releases ending in 0 on the release page? Where do I get the ones ending in 1?

Longpress and copy the download link, alter the last digit then paste in the browser address field.

Well, I guess the edge case here is that I had installed a CA for my self signed certificate I created myself. It wasn't apparent at the time that notifications would stop working. I think they worked for a while. After removing it, FCM immediately registered.
