They are interdependent. But according to my experience, not all apps that require google play services also require google play store. I've downloaded many proprietary apps from Aurora store, and a substantial portion of those that require google play services run just fine even with the play store uninstalled. I suppose google play services can run on its own, but the play store absolutely requires play services.
