Just had this happen to me after my phone lost network service. Toggling airplane mode didn't bring back service, so I tried turning off my carrier's eSIM in the settings (this was perhaps a bad idea), got an error message saying "Something went wrong", rebooted my phone, and then the "SIMs" button was greyed out.
Running adb shell pm clear com.android.phone has not fixed it, even after rebooting and trying multiple times. I don't have a physical SIM (though might have to get one if this persists).
When my phone (pixel 9 pro xl) is on, it's also very warm, and drains the battery very quickly. For the moment, I turned it off to charge.
