Correct.
1) Pixel 9a and 10a and 6 tested, I don't think model specifically matters. I've gone through my stock, lets say significantly more than 10 devices. All of them have this issue. Not a single one doesnt.
2) Device is running Android 16 of GrapheneOS. As I batch my device installs, most would probably be on the latest or close to latest android 16 of GrapheneOS. Some would definately be prior to that, so I again dont think the version of GrapheneOS it was running prior to upgrading to 17 matters.
3) Yes. As the devices are preconfigured, awaiting deployment, none of them had any physical sim or esim added. They simply had "Esim Management" enabled.
4) Devices have updated to GOS Android 17 - 2026062301
5) I cannot even add an esim. The whole "SIMs" button is greyed out

6) Yes, clearing Phone Services, turning management on and off, restarting device, leaving it off for a few hours, airplane mode/different wifi, have tried many things and nothing else works.
7) adb shell pm clear com.android.phone fixes the issue. Calling emergency number (not recommending) fixes the issue.
After fixing, the sim section returns even after reboot, everything is normal. However, if i factory reset the device, the issue returns.
If I am on Android 16 and it is updating but hasnt finished, and I add an esim since I am able to access the menu -> After updating to Android 17, there is no issue. Esim works, button works.
This issue seems to only occur if device has never had a sim in A16 then updates to A17
Happy to troubleshoot or do whatever testing you require. Developer mode/safe mode disabled via DO app. However this doesnt affect the issue, have devices without it that have same issue. Since I can factory reset a device, and replicate this issue, happy to do any testing as needed
