Often doing things on the phone will have websites force people to download an app or the app expects to gain more info than if you were just in a web browser.
So, I would try creating a google account on a computer. (Websites can detect you're on a phone even if you request to view the "desktop" version of a page and then the website can choose to behave differently, like forcing you to use an app instead of working. If you only have a phone, use that.)
Go to gmail.com in any web browser and fill out the info to create a personal account. If you don't have a computer, try it in the phone.
Once done, on the phone go to settings > apps > see all apps > search "google"
Go into each option one at a time then storage & cache > tap: clear storage
(Make sure clear cache is also greyed out now or press that too)
Now reopen the play store and sign into your new account.
