My understanding based on reading the linked announcement is that the service, on stock versions of Android, requires two opt-in steps. Is there information available that indicates otherwise?

Though the logs from a specific device would not protect that device from being infected, they would help protect other devices from infection.
Upstate1618 Gos won't build the cloud infra just to store logs.
I'm not sure how that is known, but it's not clear it's relevant. The GrapheneOS project doesn't operate WebDAV cloud servers, but the backup system supports backing up to them.
