Absolutely! She is a non-English individual from Europe, (one of the neighbouring countries of Germany) and the language she uses is most certainly not English. She does use an alternative TTS service for her language and she did set the language of the main OS to that language as well. She has yet to encounter any major issues.
The only keyboard she likes is Gboard, (with Gboard she can type/swipe the same way she does on her iPhone as well after some setup) but I would not recommend that keyboard for people with a high threat level unless it is firewalled or something.
TalkBack is build into GrapheneOS, it does not require additional installations, you can access it from settings, and then choose accessibility.
You can set up TalkBack so you can enable and disable it by holding volume up and down at the same time. (Choose "TalkBack shortcut" and from there select "volume keys")
