What does the "bad" phone show when no SIM is present? How about the "good" phone?

de0u Both function as expected without SIMs. Can connect to wifi, browse the web, listen to music, install stuff, mess around with settings etc. It says "emergency calls only" in the upper right of the pull-down menu and no bars are displayed at the top of the screen. When I go into network & internet settings, under SIMs it says "add a network" with no option to interact with mobile network settings. Phones recognize there is no SIM installed. eSIM is also toggled off on both devices. No extra notifications, popups or warnings.

Those are identical, so they don't contain information about which carrier the phone is locked to. I don't have access to any carrier-locked Android devices, so I can't experiment myself, and I don't have time at present to try to find relevant source code. So at least for the moment I'm out of ideas.

Update: reverted to stock pixel OS without problem. Issue persists in exact same way. Glad the phone is still under warranty.
