The device would have to be released on or after 18 February 2027.

It's possible that Apple or other companies will make EU only models.

The new battery rules apply to every battery that is 5 kg or less, even batteries sold by themselves without a device. There are many exceptions to the battery law like medical devices or POS systems.

For smartphones, (EU) 2023/1670 Ecodesign Regulation (lex specialis) overrides the general Batteries Regulation. The glued (non-user-replaceable) battery is allowed only for professional repairers if all these are met:

Battery endurance:
≥ 83% capacity after 500 full charge cycles
≥ 80% capacity after 1,000 full charge cycles

Water/dust protection: Device must achieve at least IP67 rating.
Spare parts & repair info:
Battery (and back cover if needed for replacement) available to professional repairers for 7 years after end of sales.
Repair manuals, diagrams, and tools provided to professionals.

If you dig into the text of the law the whole thing becomes a lot less exciting.

The EU will simply require companies to design their batteries in a way that can be easier to replace. As long as the removal process does not require specialized tools or a process that has the potential to damage the product, phone manufacturers will be able to sell their products freely.

The majority of manufacturers already comply with the law. Removable batteries are not going to be the norm again.
