Yes, GrapheneOS will work for this
Your goal is achievable. I run a similar setup to cut my screen time, and my phone has become a tool instead of a distraction. Here is a good write-up of the main thing you have to do.
How to do it: make accessing the owner profile inconvenient, while making the user profiles distraction-free
Instead of relying on your friend as admin (which runs into the reboot problem), the trick is to make your own owner profile annoying to get into:
- Set a very long or not memorizable owner password, long enough you can't easily type it
- Remove Vanadium from any secondary profiles you want to use
- Use a secondary profile as your daily driver
- only unlock the owner profile when you need to manage apps
Alternative for the Owner Password: Write down the password and put it somewhere inconvenient like an attic or with a friend/family member. You'll only need it for reboots, app updates, and installing or removing apps.
How I manage apps from the owner profile
From the owner profile only, I use:
- Accrescent (installed from the built-in GrapheneOS app store)
- Obtainium for anything with a GitHub release
- Play Store for closed source

Make sure to turn on 120hz in display settings. Go through the settings and make adjustments as needed.

I am just giving these so you enjoy GrapheneOS. It is a better experience than iOS or any other Android, you just need to get the right apps. (It looks awful when you first load in)
Google apps (optional but recommended so you enjoy your experience) — install these with network permission revoked for privacy (you'll see the option during install, or you can toggle it later in Settings):
- GBoard — best keyboard
- Pixel Camera — best camera
- Google Photos — kind of needed for Pixel camera
