I suspect all bank apps that work on GrapheneOS on Pixels will work on GrapheneOS on a Motorola device.

So far Google certifies partner OSs only if they include various contractual-obligation components including Google Play and the various apps (Maps, YouTube, etc.), as non-removable. It seems very unlikely that they will accidentally certify GrapheneOS on Motorola devices without those components.

It's a bit more nuanced and complicated than that. A large OEM, e.g. Motorola, could help with the process of getting a GrapheneOS based OS image certified by Google some time in the future. Significant work would need to be done before that future could become a reality.
