Import contacts to device doesn't work.

How do I import contacts to device? I have two phones, both of them are pixel 7a and one of them I can import contacts to the device and the other one it doesn't have device as an option.
What do I need to set or do to allow me to import and save contacts to the device instead of a google account?

Novaliss Yes there is, but when I import I can't choose device I can only choose the google account. When I create a new contact it's the same, I can only create them on the google account and not my device. The whole reason to move to graphene was so I could leave google.

Try disabling Sandboxed Google Play and try again.

Novaliss So it seems like there is a bug, in sandbox I have it set to be device and google. If I change it to be device only then I can save to both the device and google accounts.
So device and google, only lets me save to google. Device only lets me save to google and the device.
