Cronet availability in GrapheneOS

Hi,

I've been looking into networking libraries available on Android. From what I can gather Cronet seems to be the preferred way of making network requests on Android, but I'm a little confused about what actually provides Cronet on Android devices. Is it provided by Google Play Services, installing Google Chrome, or does GrapheneOS provide it alongside Vanadium?

According to the Cronet developer documentation, Cronet is supplied by Google Play Services but can also be built into an app as a library.

So, the options for apps are to either:

Rely on Cronet provided by Google Play Services
Package their own copy of Cronet inside the app bundle

Is the Cronet version app developers package inside their app bundles open source? The Cronet docs mention that the non-GMS Cronet version is less performant, why is that?

I suspect the core of the claim is that Cronet inside Play Services can re-use connections and cache various things (TLS contexts among them).
