Changed tags as evidently not the issue of the OS, or the Pixel, if other phones can send messages to you, then it isn't even that your number is subscribed to something interfering such as how iMessage can require deregistration.
Most likely a carrier issue on their part have you tried using your SIMs in each others devices and repeating to see if the issue occurs in reverse?
