D1ceman Google Play onto a secondary user profile
Go to that other profile > hold your finger down on the app icon for 2 seconds > app info > permissions > give it the network permission.
Might have to do with play services and the play store.
Now open the play store.
I think that'll fix it but here's more steps:
Turn off wifi to use your cell data or use a different wifi. Test again.
You'd have an exclamation mark over your wifi or cell data if this next one was an issue:
settings > network > internet connectivity checks
