I know what is scrcpy, but you're asking for something that should be 1:1 but without the underlying method, which is highly likely not possible (people would use it instead of scrcpy already).
So the only option left, if to stick with a laptop - network based control, maybe without a need for WAN internet (there is LAN discovery).
