Did a google search and found some possiblities:
Wait a few hours to 7 days
Used device? was recently factory reset
Bootloader is lock. (common if bought from verizon or any other carrier)
Check for updates Settings > system > software updates
Not sure if you need to be logged into a google account or not. I'm on an old Pixel 6, haven't done this in forever. Things might have changed.
