Sometimes not all apps can be backed up / or don't have data to be backed up. None of GrapheneOS Apps can be backed up (that's why they have the yellow triangle). From my observations, Seedvault only targets apps that are have been used frequently/launched recently, so in your case, if you launch the Chime app and use it before you do the next backup, then it should be backed up.
