Not Receiving Verification SMS

Hi all,

Pixel 9a, Android 16. eSIM. Fresh install of GOS.
I tried multiple apps that send verification codes via SMS and I didn't receive any of them.
Google Play Store, Google Play Services, Google Messages and the app in question (right now I am trying Bolt as I can't afford to get locked out by my banking app) have Network, SMS, Phone, Contacts and Location permissions.
RCS is turned off in Google Messages as it shows "Connecting..." with my carrier.
I tried with Integrity API blocked and non-blocked as well as Private DNS off, 2G network protection off (in system->networking as well as in my carrier settings) and on, with and without VPN, turned off Exploit protection compatibility in Google Messages, and finally allowed ICC authentication with devices in Sandboxed Google Play.

I could really use some help, please.

Can you receive any text messages?

Unenroll from imessage:

Unenroll from rcs:

On both, scroll down to "I don't have my device"

Were you a previous iPhone user? If so, as Johnnyloans mentioned, unenroll from iMessage. That should fix it.

I can receive SMS from other phones i.e. from a friend and from my carrier.
I didn't receive any codes from both sites you suggested.

Problem still persists. I have seen other users with a similar issue. Is there no slution?

Keep RCS off for now while we try to solve this.

Have you used this cell carrier before? (if so, did 2fa work on pixel stock OS? a previous phone?)
Do you have a new number?
I suspect that OTP codes will work from 10 digit phone numbers (test this too?). Just like you can receive texts from friends.

Some options
Contact the carrier and mention that you can't get your 2fa texts after you log into websites.
and ask if:

short-code numbers are blocked
A2P messaging is blocked
Your phone number is on a block list or limited some how
get a new SIM card?

Initially I lost my phone (Samsung A33 with stock OS), never had prolems there but I had a physical SIM. Now I have an eSIM with the same number. haven't used the stock OS.

I already requested a physical SIM to replace my eSIM as a test.

Edit: I tried to get a new code today and had SMS permissions off in Google Play Services. Suddenly I receive about ten SMS from my carrier which are almost a week old, some of them with a 2fa code.

I would suggest a service but the only automated, 10-digit SMS that I know of are orgs that operate locally to me.
Any automated text would suffice I reckon. Perhaps you have a "thanks for signing up" or something in your text history from any phone. Scroll and stop at any unsaved numbers.

I have good and bad news.

Good:
I contacted my carrier and my issue got forwarded to a lvl 2 technician. I haven't heard from them yet but after a few hours I got all SMS verifcation codes from the past. I tried the RCS turn-off from the page you linked and successfully received the verification SMS. Then, I tried a random app from the google play store and it worked there too.
At first, it still didn't work with my banking app: I received an SMS with a code immediately but the app replied it was a wrong code (?). I was then suggested a different authentication method which worked, so I at least have my access back.

Bad:
I suspect the technicians did something but I can't confirm. So I have no idea why this works now. Very frustrating.
I am 99% sure it is purely a carrier issue. I will give an update after a while of use and/or when I get a reply from my carrier. I will successively reduce the permissions each app has, trying to see if it works. Google Play Store didn't seem to need SMS permissions for example (actually it has nothing besides network).
