AFAIK, connecting to Internet + maybe getting system updates, is enough to allow OEM unlocking.
If it stays greyed out, then you can't change it.
Google account is not needed.

Most likely. That's why it's not recommended to get it from a carrier. Try reaching out to the carrier, or return it, or keep stock OS, I don't think there are other options sadly.
