When app is not currently on?

This is a simple question that I think I know the answer to, but I just want to check. I mostly use Fdroid apps. I have Google play services installed in the owner profile for the few Google apps that I use, such as Home Depot and Lowe's.
When I exit the app and is 'off', does it have any ability to 'phone home' to Google?

Generally speaking - yes. The only way to ensure the app is not running in background (and transmitting data) is to disable it. Another way is to put the app in Private Space or secondary User Profile and ensure it is terminated when not used to shut down all apps in it.
