Set different system settings like bluetooth on/off for different users?

Is it possible to have different system settings (pulldown menu stuff) for different Users? Like Owner account has wifi off and bluetooth on but Secondary account has wifi on and bluetooth off, etc.? And when you switch between accounts it switches between those unique account settings?

I think it works for location, camera, video permission.
Not for bluetooth, Wi-fi, NFC, mobile data or airplane mode. These are global settings.
You can't change mobile data in an even unlocked secondary profile in the pulldown menu anyway, you would need a data-usage settings widget to turn it off or on. Same with hotspot.
Tethering however can only be active in the owner profile, and you need to stay on owner for it to stay that way.
And yes, you can have different tiles setting for each user.

this would be sooo convenient, but unfortunately it is impossible. Because hardware, my guess.
