jmp.chat I tied multiple voip services trust me this is the best, its integrate with the default phone app so you can make calls as usual, open source, works without play services reliably, have multiple privacy respecting payment options, since it uses xmpp you can make/receve calls on multiple devices including android, ios, linux, mac, and windows, and get even cheaper if you have multiple lines with them. ($2.5 for additional lines liked to the main balance)
Ported 2 sim cards to jmp.chat. one from Tello and one from Hushed(another voip service). everything works fine, highly recommended.

If you want a very cheap service try voip.ms but its bit hard to setup you will need different app for receiving sms.
