Santander bank Polska requires Phone permission for Google Play services

I can't understand why Santander application for Poland behaves differently on two similar grapheneos phones. Maybe you have seen it for other apps and can help me.

On one phone the bank application works without Play services enabled (I have supressed notification about it).

On another - it stuck after login, complains that Play services are not running. If I enable services, bank application starts complaining that Play Services doesn't have Phone permission. Also it has no Network permission.
If I grant phone permission, bank application works fine.
I don't want to grant Phone permission to Play services.

OS is up to date, Santander application is also up to date. No special compatibility settings enabled.
Both apps where installed while Play services were disabled.
VPNs are similar.

Are the apps' versions the same. If not, it can be a canary rollout.

Yesterday I have reinstalled Swedbank app, and it stuck right away after opening it. The phone pernission is strobing as well, but I have blocked native code debugging, turn off the notification about phone and app works just fine

Not exactly. If you read the last comment for the 371, you'll find that the application asks to grant Play Services extra permission, like SMS and Telephone. Also, the last comment is almost two years old, things could have changed since then.

Also, the original report doesn't mention all the permissions of Play Services. Thus, assuming questions framed like "Google Play services Network permission revoked?", it's not clear if majority have these rather in permissive mode. Last commenter enabled it without any doubts.
