'Tethering settings are not available for this User'?

I have GraphineOS on a Pixel 8, and have discovered that Hotspots and Tethering is only available in the Owner profile.

I am looking to enable tethering in a profile in which I have activated GOS's Play Services. How can I enable Hotspots and Tethering in that profile?
