Tethered data through always-on VPN

There seems to be a lot of conflicting content regarding whether it is possible to route ALL traffic, including tethered traffic, via a VPN installed and running on owner profile.

So I will ask again: is it possible to run a VPN on owner profile, and ensure 100% traffic - including tethered - uses VPN? If so - are there any caveats?

Is there an authoritative answer?

This is a popular feature in custom AOSP ROMs, but it's not part of the official code. That's why the GrapheneOS project, as usual, doesn't want to implement features like this.
