OEM Unlocking Greyed Out

Hi guys, doing my first GOS build (previous CalyxOS user). I bought an unlocked Pixel 10 Pro, connected it to wifi, upgraded the stock OS to latest, and enabled developer mode. No matter what I do, OEM unlocking is greyed out (states "Connect to the internet or contact your carrier"). I haven't set this up with my carrier yet - was planning to do so after Graphene installation. I have factory reset this twice (so attempted 3 times total) with the same results. Any ideas?

Beardy Did you purchase from a carrier? You will have reach out to the carrier as it says, there is no workaround. Many Pixels come OEM hard-locked. Some can be unlocked by the associated carrier, some are permanent.

Perhaps the phone was advertised as unlocked but only after a year or so in fine print.

Or you chose to pay for the phone each month on installments and it is locked until you pay it off.

Contacting the carrier will reveal the answer.

Beardy Unfortunately, there are TWO SEPARATE AND UNRELATED meanings for "unlocked" when it comes to phones.

1) SIM card / carrier unlocked -- means you can use the sim card from ANY service provider in the phone.
2) Firmware / bootloader unlocked -- means you can install your own operating system.

#2 is very specialized and almost never referred to in advertising. Almost ALWAYS "unlocked" in advertising refers to #1.

Your phone is probably tied to a service provider. If it happens to be VERIZON, then you will NEVER be able to unlock it. Paper weight. Return for a refund.

otterfoghornrainfall Nope, just bought an unlocked one on Amazon. I wouldn't even know which carrier to reach out to. I'm guessing I may have gotten a permanently locked one. At least I'm still in the return window. Thanks for responding.

I have done a number of pixels.

connect to wifi during the setup wizard and go through the stuff it should be done after reboot

if it is still not working, try these steps from this guide https://www.bayareatechpros.com/pixel6a-graphene/

Connect the Pixel 6a to the internet
Navigate to Settings > System > System update
Install first critical system update and reboot.
Return to stage 1 of OEM Unlocking. If greyed out, proceed to #5.
Remove sim card. Connect to WiFi.
Navigate to Settings > System > Reset options
Erase all data (factory reset)
Once reset, go through setup and connect to WiFi.
Reboot device.
Return to Step 1 of OEM Unlocking.

Ya know I actually had a similar issue. Is the pixel in the android beta program? If so unenroll it and it should be unlockable. If it isn't disregard.

If you are sure it it OEM unlocked, you can try different wifi and/or connect to a VPN then close the setting app and try again or reboot phone and try again while VPN is active

Beardy Nope, just bought an unlocked one on Amazon.

There's been a few forum posts about Amazon Pixels not being OEM/Factory unlocked even when advertised as such. One user even bought a fake Chinese knockoff

Appreciate all the replies here, thanks all. Most of the comments align with what I have been researching as well. The only things that aren't applicable are the SIM card (Pixel 10 is eSIM only, no SIM slot) and although the carrier stuff may be relevant, I wouldn't know which one to contact since I bought from Amazon. Looks like I'll be returning this one. Thanks again for the feedback.
