Cannot get pixel 8 to unlock bootloader

Hi,
I am trying to install Graphene on a pixel 8 using the web install. I have tried on both Linux and Windows 10. I have done the following on linux:

factory reset pixel 8
connected to wifi - skipped through most of setup to get to the settings app
enable dev mode
-enabled OEM unlocking
-rebooted into fastboot mode - device state locked(unlockable), UART disabled
connected to linux - verified with lsusb - "ID 18d1:4ee0 Google Inc. Nexus/Pixel Device (fastboot)"
click on "unlock bootloader" on web page
dialog box appears with "Grapheneos.org wants to connect Pixel 8" cancel button enabled, connect button disabled.
I am getting the vibe that at this point, something should happen on the phone and I should confirm the unlock. This does not happen
eventually, I get "Error: Failed to execute 'requestDevice' on 'USB': No device selected."
I get pretty much the same results on windows (once I installed the special device driver). Tried with edge and Brave.
I tried this on both Mint 22 and whatever the latest Zorin is. I even installed official google chrome on the zorin box. Now have to burn it ;-). I also tried different cables and different ports.
I know there is likely a simple solution for this. I wonder if the "UART disabled" thing isn't involved.

Is this where you're stuck? When that dialog appears, you have to click on "Pixel 8" before the Connect button becomes active.

I found that Linux was a lot tougher when I installed GrapheneOS (it didn't work for me with Brave on the Mint distro) but on Windows it was easy. I found that USB 2 ports worked better than a faster USB port on my PC. Once I got over the USB issues and it could see my phone, it worked great.
