I have looked all over, and cannot find a simple, straightforward yes/no answer to “Is a restart the same as a reboot?” (and conversely)

Everything I read seems to have been written by someone who gets payed by the word, and injects all sorts of irrelevant bullshit. Sorry if I seem annoyed, but I am.

Are these two things the same, or are they not the same?

I'd say no.

Restarting can mean "restarting a software application" as well as "restarting the operating system".

Rebooting would mean "restarting the operating system" in all cases, at least in my understanding of the term.
