No, it will not Upload Pictures or Maps data.
If you don't use Google Maps, and chose alternative map and routing apps, you will not have a problem.
Photos are only synced with Google when you allow it and use Google photos app.
If you use other gallery apps and don't give them network access, no picture is leaving your phone.
When you make a Google Account there is only synced what you allow in the Account settings.
In my case nothing is synched, only the apps i downloaded from Playstore are of course known to Google. And if I use YouTube with the official app and signed in, of course Google knows what I watch.
