xyzalphabeta but when you create a 'patient-zero contact' first in the contact list then it works just fine. Apparently it has trouble loading .vcf files into an empty contact list.
Yeah I've noticed this too when setting up GOS for the first time, and after factory resetting my device at the beginning of the year.
