I've noticed this in your other thread, please DO NOT keep toggling this for things it isn't intended for, please read this to familiarize yourself with it's purpose, it is not a panacea:

The reason TIER location might not work indoors, is that by default all location requests are directed to the OS Location APIs which depend on GNSS/GPS only. This means in most cases you will need line of sight to the sky to enable GPS satellite lock. You could try using GPSTest to get a lock first, then opening TIER.
If you wish to use location indoors, you will need to (as I know you've already done from your other thread) ensure you have sandboxed Play Services installed. Tap the persistent notification for Play Services running. Then at the bottom toggle off the location OS redirect then read this to enable Googles network based location service, which will help location to be gained indoors via wifi and bluetooth:
