No need to reinstall GrapheneOS, just factory reset it. It's the same thing.
wallybo Accrescent simply says:
"An error occurred while refreshing. Check you network connection and try again."
in Obtanium clicking on a listed app generates:
“Unexpected error net::ERR_INTERNET_DISCONNECTED” [okay]
“SocketException: Failed host lookup: ‘api.github.com’ (OS Error: No address associated with hostname, errono = 7)”
Babbel: “You’re offline”
Sounds like a DNS issue. As de0u mentioned, it may be VPN or Private DNS.
A few more ideas:
Private DNS in Vanadium, some weird proxy setting somewhere.
Do you use native Proton VPN app or some other VPN apps? RethinkDNS? Some other traffic routing apps / firewalls?
Split tunnel in Proton VPN app? White/black lists in Proton VPN app (they can be exclude or include lists for various hosts/IPs)?
Finally, please check the apps actually have network permission.
