Startup unlock behavior: why does the Sim have to be unlocked?

I find it to be very constraining and unsafe. On iPhone I first unlock the phone, then and only if I want to which a lot of times I dont, do I unlock the sim, or not.

Why is a secure phone forcing you to unlock the sim not giving you a choice and which means you have to activate your sim before even unlocking the phone itself?

I'm sure this is a default behavior on AOSP but can't this be changed?

you can change the Sim Lock settings under

Settings --> Security and privacy --> More security and privacy --> SIM lock

Another thing to note: as @de0u pointed out to me when I asked a similar question, GOS/AOSP has toggles to disable each SIM completely. The only waoy to do that on iOS is airplane mode or not unlocking the SIM, but on GOS, you can always keep the SIM off with the toggle.

Having it unlocked isn't a meaningful security risk if the phone itself is secure. If the phone is locked, it doesn't matter if the SIM is unlocked. If placed into another phone, it'll need to be unlocked again.

AFAIK the sim PIN is not asked for if you don't have one. But that is not safe because if the phone is stolen somebody else can make expensive phone calls. So I am wondering why you call the PIN unsafe.

No PIN is needed for eSIM. It happens just for physical SIM.
