I believe its supposed to back up the app APK itself, the settings, and the data - but it doesnt always work. I've been lucky enough to just get the APKs backed up and I had to restore the settings manually. Seedvault is supposed to back up apps & app data, phone settings, and files and photos (beta). But its finicky and a little unreliable. Don't rely on Seedvault to back up your phone completely. I've noticed it seems to work better since QPR1 was released, but I still don't expect a full backup when I use it.

No. Its meant to work as a system backup, so especially if it's just one app, I'd just reinstall the single app.
