Can we have some more insight?
Philips TVs used miracast in the past, which seems to not be supported on GOS (or in AOSP).
If the TV is newer you can try CC, which requires Sandboxed Google Play.
I know you said no cable, buy you can always fallback to DisplayPort alternate mode.
