As far as I know, there have been no reported cases of Google banning users or blacklisting their devices because of their GOS usage. Of course they can certainly do so at any time. You should check your horoscope to make sure (I'm kidding obviously, just saying Google can terminate your account at any time even if you haven't done anything at all).
To answer your question, yes it's fine to use your personal Google account if you already have one. You get access to apps you've paid for, you can use location sharing, find my and other Google services needing your account.
If you're trying to degoogle and you don't need any of the above features, it's best to just create a burner Google account just for downloading apps and use it only for the Play Store. That way even if Google decides to ban the account, your personal account is fine. A small caveat to this hypothetical scenario would be Google linking the ban to your unique device identifiers effectively bricking your device. You shouldn't worry about this case though, it's very unrealistic.
