Pros:
- You don't have to trust 3rd party VPN app implementation that may have its own bugs or issues.
Cons:
- The only VPN protocol available with built-in implementation is IKEv2/IPsec. It's okay but inferior to OpenVPN or Wireguard that are the most popular VPN protocols these days.
- Not many VPN providers support IKEv2 these days which limits your choice of a provider.
Practically, most people use a VPN app. It could be either an app from the VPN provider or a generic OpenVPN/Wireguard app.
