It seems that I can't use any gapps in my work profile, it says, without google play service the gapps can't work.

Are you trying to use Google Play Store to install apps within your work profile?

You need to install all three of the Google play services apps in your work profile for Google Play store to work. Google Play Services also needs the network permission and unrestricted battery usage.
