Some circumstances that come to mind are;
• You don't want BT/WiFi on all the time, only when you need it and;
• Other devices won't constantly scan for WiFi/BT devices
Theres probably more use cases, but thats what I can think of. Also that its a cool feature that stock Android doesn't offer that is neat to have on GrapheneOS, whether you use it or not.
