I think you can't change that. Your provider decides what configuration their sim cards get.
And for phone providers it is necessary to offer phone connections, therefore the sim will override most phone settings, to establish calls for emergency scenarios.
You could buy a data only plan and see if that changes that, but I doubt it.
So the only thing you can do is using no SIM at all and use WiFi only.
