For the second question: with the provided phone app you can block all numbers that are not in your contacts, block all unknown numbers or add numbers that are blocked.

If you'd like to have a white list, I guess only accepting calls from your contacts is the best option.

For the first question, it is as interoperable with Linux as stock Android is. You can for instance share files through USB or Bluetooth (depending on your settings) or tether, ... You can also use KDE Connect, ...

I personally never tried this feature but standard phone app offers to block numbers

not in contacts
and/or unknown numbers

under Phone app> 3 dots> Settings> Blocked numbers.

Toggling these on will prevent getting calls or SMS from blocked numbers.
