GOS Phone app cannot block number from a non-owner user?

Can anybody please confirm whether I should be able to block and unblock a phone number using the GOS Phone app when logged in as a non-owner user?

The issue I have is that from my owner user I can long-click on a number in the Call history of the GOS Phone app and block or unblock it. This works fine, and the number is blocked. But when I open a non-user account, not only is the number not blocked (it rings the phone) but a long-click over the number does not show the block or unblock menu items. Is this behavior expected? Is there any way I can block a number using the GOS Phone app when logged in as a non-owner user?

I searched these forums before posting, but didn't find that thread. I was surprised not to find anything myself when I searched, given that the problem must be pretty common.

I didn't search the github issues though. By the look of that PR, resolving the issue requires substantial changes. Anyhow, glad to see that this is a known issue, and I can only hope that a fix is made to it in the near future.
