Notifications even with the app network permission off

I wanted to know if this comes from the play services I have Instagram with Network permission off when I don't use it, but I still getting notifications.

Is this behavior expected because of Google play services or it's really not off at all the internet?

tilt Yes. The push notifications come from Play Services themselves, so that is normal and expected behavior.
