Minimize Notification toggle missing?

I remember seeing a toggle in notification settings for minimizing the notification in notification center, but now I'm not seeing it (as of the latest UI update, I believe).

Anyone know what happened here?

It is the pending alarm notification for the clock that I am wanting minimized, while also displaying the icon on the status bar. I just changed it to "Default" from "Silent" to get the status bar icon back, but now the notification is extended when it appears in the notification center.

If I set a notification to "Silent" in notification settings, it does still give me a toggle for "Minimize in the pull-down shade" (see screenshot: https://postimg.cc/CR7mShMY), HOWEVER toggling this doesn't seem to have much effect; in previous Android versions, it would make silent notifications really compact, but now they remain the same size as regular notifications. It's an unfortunate regression.
