During initial setup the APK available for download on the Threema website checks whether Google's push service is running on the device. If it is installed, it uses Google services. If not, it automatically uses Threema Push (this can also be changed manually, even with Google push services installed under Settings> About Threema> Advanced options> Use Threema Push).

All of a sudden he an't send me pic and also when I send a pic he can't download it its a bit weird.
Sorry, I'm not quite sure what the error is yet. How exactly does it manifest? For example, “can't download” – can he not see the image, or is there an error message during the download, and if so, what does it say, etc.?
Does sending messages, audio, files work?
Some shots in the dark:
Have you tried to reset push token (Settings> About Threema> Advanced options> Reset push token)?
Have you enabled Auto-save to gallery in Settings> Media & Storage (This is only necessary if you want to save the images on your device as well as having them in Threema)?
Do you use a DNS filter?
Same account could send and download before..
Is the account still active on an old/different device? This causes problems.
