Here are some of my thoughts regarding this topic and my reasoning behind it.
I use Mullvad in my owner profile, but instead of using the Mullvad app and wasting one slot for another device, I just use the Wireguard app so that I can rotate the Wireguard keys and basically use them on infinite devices.
Note: One major downside is that you cannot use the same Wireguard keys simultaneously without network issues. Another downside is that you will not be able to use certain features the Mullvad app provides.
A option that also might work for you is to set up Mullvad on your router. In that case, you can connect as many devices as you want without having to deal with rotating Wireguard keys.
It just doesn't make sense to even consider using Tor because the few apps that are available to us, are a bug-ridden mess and should not be used by anyone who is serious about security and privacy. Maybe we can bring this topic up again when the Tor Project makes a stable release of its own VPN app?
In my opinion, a reputable VPN with a way to pay anonymously is the way to go if you don't want to route your traffic through your ISP.
