Play Services "Automatically verify phone number(s)" toggle is bugged

When I toggle off the "Automatically verify phone number(s)" option in Google Play Services app info > All services > Account management > Phone number verification, the option toggles itself back on when I leave the page and come back. Is anyone else seeing this? I'm not sure if it's some issue on the OS end or on Google's end.

I don't have this bug but I do see 10 of the same pixel device with "authentication in progress" that never completes. I cannot get rid of the duplicates and I'm fairly certain this is why I can't get RCS to work.

My phone number is associated with this phone (and its 10 duplicates) and is verified by Google.
