Router Gateway Address Blocked?

I updated the firmware on my GL.iNet Wifi router. I cannot contact the admin GUI anymore although Wifi internet works. The gateway and IP addresses have not changed. With a shell opened using ADB and I can ping the IP but not the gateway.

Next I did a factory reset on the router. I still cannot contact the admin page with either a browser or the app. I installed the app on an old Android 7.1 phone and that worked instantly.

So it seems GrapheneOS is blocking the router admin app and blocking ping from the Wifi default gateway address. But a web browsing works.

Tried by typing the router's IP address in the browser? Do you have an active VPN on the device where you tried it?

That was it. I had experimented with a VPN but when it was on I had access the admin GUI because the VPN switch "Block connections without VPN" was off. Generally the VPN was off so I forgot about it. I found both VPN and that switch were on.
