SeedVault missing in work profile

I just wanted to restore a backup on my P6P. It worked fine in the main profile, but once I tried to open SeedVault in the work profile (via Settings - System -Backup - Work) it just said Unavailable. I tried to delete and recreate the work profile with Shelter, but to no avail. Under Settings - Apps - Work I can see that SeedVault is installed as a system app. (SeedVault works fine on a Pixel 7a with an existing work profile, both on 2025102601)

I have now used Insular to setup the work profile and SeedVault is launching now in the work profile. I also noticed that Shelter won't start anymore on my Pixel 7a where I used it to setup the work profile. It says "It looks like you have disabled Work Mode while starting Shelter. ..." and refuses to start. Seems that something changed in GrapheneOS between August (when I setup work profile using Shelter on the 7a) and now. I'll now use Insular as it seems to be more frequently updated, but I suppose there is no way to move ownership of the work profile from Shelter to Insular on the 7a without deleting the work profile?
